The U.S. Treasury sanctioned Ethereum’s “best-known coin mixing service,” Tornado Cash (https://tornado.cash).
On August 8, 2022, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned the Tornado Cash Ethereum mixing service. According to the Treasury’s announcement, purported criminals have laundered more than $7 billion worth of cryptocurrency through the service since 2019.
How Tornado Cash works
The Lazarus Group allegedly laundered $455 million worth of cryptocurrency through Tornado Cash. The Treasury has used money laundering by the Lazarus Group as partial justification for sanctioning other cryptocurrency exchanges, including Blender.io.
“Today, Treasury is sanctioning Tornado Cash, a virtual currency mixer that launders the proceeds of cybercrimes, including those committed against victims in the United States,” said Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian E. Nelson. “Despite public assurances otherwise, Tornado Cash has repeatedly failed to impose effective controls designed to stop it from laundering funds for malicious cyber actors on a regular basis and without basic measures to address its risks. Treasury will continue to aggressively pursue actions against mixers that launder virtual currency for criminals and those who assist them.”
OFAC added Tornado Cash to its Specially Designated Nationals list. As a result, U.S. citizens and other entities are prohibited from interacting or doing business with Tornado Cash. Violators face legal repercussions, including criminal charges.
How Tornado Cash achieves privacy
“The protocol was specifically designed this way to be unstoppable, because it wouldn’t make much sense if some third party like developers would have control over it. This would be the same as if someone had control over Bitcoin or Ethereum,” Tornado Cash co-founder Roman Semenov told CoinDesk.
CoinDesk, in the same January 2022 article, described Tornado Cash’s operations:
“The way the protocol is designed, decentralized and autonomous much like decentralized finance (DeFi) protocols, means there’s nobody in charge. There’s no corporate office, executive team or CEO where the buck stops. Semenov said there’s no backend, and the user interface comes from an Ethereum Name Service domain – a service that represents Ethereum addresses as familiar-sounding domain names.”
The Treasury’s announcement called cryptocurrency mixers that assist criminals a “threat to U.S. national security.”
